MINUTES
Part I
The Chairman started the meeting at 7.45pm and
apologised for the lateness.

The Chairman propose= d that the request to speak on 2 items on the agenda from Cllr Mrs White are discu= ssed at time of item 8 in Part I of agenda and 13.01 in Part 2, before Part II.<= o:p>
The Clerk advised the
Chairman and Cllr Mrs White that in accordance with the Code of Conduct Par=
t 2,
Section 12 (2) that non-Committee Councillors are not able to make
representation on a Part II agenda item if members of the public are also n=
ot
able to make representation. =
Cllr
Mrs White read out a letter received from the Monitoring Officer at Wycombe
District Council and also advised members that the Monitoring Officer had
advised her that she could remain in the meeting as she does not have a
prejudicial interest.
There was a long dis=
cussion
amongst those members present as to how the Code of Conduct is interpreted
depending on whether there is a prejudicial interest or not.
Cllr Mrs White leaves meeting at 8pm.
Cllr Paul proposed t=
he Clerk
obtains clarification from BALC in writing, seconded by Cllr Reeves and from
Monitoring Officer at WDC. The
Clerk advised members that she had already sought advice from BALC earlier =
in
the day and they had confirmed the same.
The Clerk leaves meeting at 8.05pm.
