Cllr Mrs Gould and the Clerk (Mrs L Witney) signed the Chairman’s Declarat= ion of Office.

Cllr Mrs Gould took over as Chairman from the Vice Chairman.

Resolved:  = The minutes of the Full Council meeting held on 26th January 2010 we= re approved, proposed by Cllr D Airley, seconded by Cllr Mrs Marshall, 9 in favour, none against, carried.

138.01Resolved:  Net payments of Lloyd= s TSB bank cheque numbers 107 to 122 totalling £9,043.49 for February 2010 approved, proposed by Cllr Paul, seconded by Cllr Mrs Marshall, all agreed.=

138.02 Income and expenditure (Co-Op) for January 2010.&= nbsp; Noted.  Cllr D Airley asked if the Clerk co= uld chase the uncleared cheques to see if they had been cleared.

138.03 Expenditure (Lloyds TSB) for January 2010.  Noted.

138.04 Bank reconciliation (Lloyds TSB) as at 31st January 2010.  Noted.

138.05 Bank reconciliation (Co-Op) as at 31st January 2010.  Noted.

138.06 Budget reports as at January 2010 and summary sheet.  Noted.  Fish LLP Accountants to be inf= ormed that the headings for 4th quarter are incorrect (should be Jan, = Feb, March, NOT Oct, Nov, Dec).

139.01 Unconfirmed minutes of the Planning, Highways & Lighting Committee meeting held on = 4th February 2010.  Noted.

139.02 Confirmed minutes of the Open Spaces, Allotments & Burials Committee meeting held= on 19th January 2010 and the unconfirmed minutes of the Open Spaces, Allotments & Burials Committee meeting held on 2nd February 2010.  Noted. 

139.03 Unconfirmed minutes of the Extra-ordinary meeting of the Finance & General Purposes Committee held on 3rd February 2010.  Noted.

141/09 &nb= sp;          Possible Site for Allotments in Wooburn

Correspondence in co= nnection with land available in Wooburn for possible allotment site was discussed.  Council were asked to give approva= l for allocation of expenditure for an initial Surveyors fee of min £500-£1000 max (McEwen & Timberlake Chartered Surveyors) to value the land and Solicitors fee’s approx £800-£1000 (Re= ynolds, Parry Jones) to act on the Council’s behalf.

Resolved:  Cllr Mrs Langley propos= ed that the Parish Council minute that it does wish to purchase area, seconded= by Cllr D Airley, vote taken 9 in favour.

Resolved:  Cllr Appleyard proposed= to obtain 3 quotes from land agents who have a track record of purchasing land= or negotiating purchase of land, to be presented at next Full Council meeting = or to be referred to an extra-ordinary Full Council meeting if the information/quotes are obtained sooner.&nb= sp; Also, to write a PC headed letter to Mr H Mason (landowner) expressi= ng interest in purchasing land and informing him that the Parish Council are in the process of appointing an agent to act on the Council’s behalf.  Seconded by Cllr Mrs White, vote t= aken 9 in favour.

 

142/09 &nb= sp;          Authorisation for Expenditure=

Resolved:  Cllr D Airley proposed = to authorise expenditure of £4000.00 as part contribution towards delegated budged= of £20,000.00 for new crossing in Furlong Road, seconded by Cllr Mrs Marshall, vote taken 9 in favour.

Resolved:  Cllr D Airley proposed = the above expenditure is taken from the Youth Project – Youth Worker code: 8210, seconded by Cllr Paul, vote taken 9 in favour.
