145/09 = Committee/Chairmanship Vacancies

Due to the recent resignations of Cllrs Paul and Hemmings Committee Councillors were asked to consider the following vacancies.

145.01 To elect a Vice Chairman of Council: There were no nominations.

Agenda item 4.03 was moved up to the next item = of business.

145.02 To receive applications for the following vacancies: 3 vacancies on Open Space= s, Allotments & Burials Committee, 7 vacancies on Planning, Highways & Lighting Committee (now changed to 3 weekly meetings on a Wednesday): There were no applications for either Committees.

145.03 To elect a Chairman of the Open Spaces, Allotments & Burials Committee: There were no nominations.

146/09 = Minutes

Resolved: = The minutes of the Full Council meeting held on 23^rd February 2010 w= ere approved, proposed by Cllr D Airley, seconded by Cllr Mrs Marshall, all agr= eed.

147/09 &nb= sp; Chairman’s Report

The Chairman had attended a BALC Councillo= r training course recently together with Cllr Reeves and recommended that all Councillors should endeavour to attend any training when it becomes available as they both found it very beneficial.

The Chairman informed members that she had attended the Marlow Town Mayors Civic Service on Sunday 21^st March 2010 in her capacity as Chairman of Council.

Resolved: = Cllr Mrs White proposed for the Chairman to provide a token of appreciation (a vouch= er) out of the Chairman’s allowance on behalf of the Council to long serv= ing Councillors who resign, the Chairman agreed to arrange something. Seconded by Cllr Mrs Marshall, all agreed.=

The Chairman informed members that this agenda item is for noting and not discussion.

149.01 Resolved: Net payments of Lloyds TSB bank cheque numbers 123 to 151 totalling £14,600.04 for Feb/March 2010 approved, proposed by Cllr Mrs Marshall, seconded by Cllr Reeves, all in favour, 2 abstentions.

149.02 Income and expenditure (Co-Op) for February 2010.= Noted.

150.01 The confirmed minutes of the Planning, Highways & Lighting Committee meeting held on 18^th February 2010 and the unconfirmed minutes of the 4<= sup>th March 2010 were presented and Note= d.

150.02 The unconfirmed minutes of the Open Spaces, Allotments & Burials Committee meeting held on 2^nd March 2010 and the confirmed minutes of the Extra-ordinary meeting on 9^th February 2010 were presented and Noted.

150.03 Council were asked to approve minute 118/09 (Wooburn Park Pavilion Working Party) of the Open Spaces, Allotments & Burials Committee meeting held = on 2^nd March 2010. Deferred: Clerk asked to obtain clarification on whether actions can be carried out before minutes are confirmed.

150.04 The Part I unconfirmed minutes of the Finance & General Purposes Committee meeting held on 9^th February 2010 and the Part I unconfirmed min= utes of the 3^rd March 2010 were presented and Noted.

150.05 It was noted that the Extra-ordinary Full Council meeting scheduled for 11^{th<=
/sup>
March 2010 was cancelled on the evening as it was not quorate.}

151/09 = Reports from Representatives on Outside Organisations

151.01There were no verbal or written reports from Parish Council Representatives.=

151.02The minutes of the Riverside Parish Clerks meeting held on 3^rd March 2010 were presented and Noted.=

152/09 = Possible site for Allotments in Wooburn

3 quotes were presen= ted from land agents who would act on behalf of the Parish Council for valuation and= negotiation for purchase of an area of land suitable for community/recreational purposes (e.g. allotments).

Quote 1a : Pike Smith & Kemp =3D £250 to inspect area of l= and and provide a letter of valuation. £1,250 for full RICS valuation. Conveyance £125 per hour (es= timated 2-3 hours).

Quote 1b : Pike Smith & Kemp =3D percentage of purchase price (1% + VAT).

Quote 2 : Simmons & Sons =3D £145 per hour plus out of pocket expenses for negotiating the purchase. Fee’s cap= ped at £1500 plus VAT (assuming a normal negotiation).

Quote 3 : DVS (District Valuer Services) Local Government =3D £95 per hour for valuation (estimated charge £500). £95 per hour for negotiation (estimated charge £500).

Cllr Ms Palmer propo= sed to accept Quote 3, seconded by Cllr Mrs Langley, none in favour, not carried.<= span style=3D'mso-spacerun:yes'> Resolved: Cllr D Airley proposed to accept Quote 1a, seconded by Cllr Reeves, 5 in favour, 2 against, carried.

153/09 = Bus Shelter Agreements within the Buckinghamshire Area

It was noted that a = letter requesting the Clerk to sign transfer of ownership of 3 bus shelters across= to BCC was received from Mr Paul Goodwin, Public Transport Information & Infrastructure Manager, BCC. = Parish Council have previously agreed to the transfer of ownership.

154/09 = Proposed name change for Wakeman Ro= ad Car Park

Members were asked to consider a request from Bourne End (Bucks) Twinning Association for name ch= ange to “Octeville Place<= /st1:address>, Wakeman Road Car Park”. Resolved: Cllr Mrs Langley proposed to keep Wakeman Road as name but with addition of Octeville Place underneath, secon= ded by Cllr Mrs K Airley, 7 in favour, 1 against (Cllr Mrs Gould asked for her = name to be recorded against decision).

155/09 = Target Newsletter Editorial

Council were asked to consider whether it wishes to agree contents of Target editorial prior to submission from Committee Chairmen/Clerk for future editions. It was suggested that each Committ= ee is responsible for providing suggestions to the Clerk for editorial and this should be discussed as an agenda item at each Committee meeting.=

156/09 = Parish Guidebook

It was noted that Co= uncillor Hemmings had previously agreed to review the contents for a revised version= of the parish guidebook and has since resigned from Council. Mrs Susan Jeffries (member of the = public present at the meeting and interested in becoming a Councillor) kindly volunteered to assist the Council in connection with this matter.
