Resignation of Mrs Penny Baron (Assistant to the Clerk) noted.

Reso= lved: The Chairman asked for Full Council agreement to spend £30.00 from Chairman’s Allowance for either M&S vouchers or Garden Centre vouchers. Proposed by Cllr Mrs Langley, seco= nded by Cllr Appleyard, all agreed.

The Chairman tabled a letter (each Councillor was provided with a copy) sent fr= om WRA thanking the Chairman and Parish Council members for agreeing to expend= iture for new Christmas lights on Oak tree at Wooburn Green. The Chairman also informed members= that she had received further correspondence which she would circulate to everyo= ne later.

111.01 Net payment of Lloyds TSB bank cheque numbers 16 to 53 totalling £17,568.= 47 for November 2009. Approved, proposed by Cllr Paul, seconded by Cllr D Airley, all agreed.

111.02 Income and expenditure (Co-Op) for October 2009. Noted.

Cllr= Ms Palmer joins the meeting at 7.55pm.

114/09 &= nbsp; Reports from Representatives on Outside Organisations

114.01The = Parish Representative for WRA, raised concerns that no decisions had been made by Council regarding “adopt a kiosk” red telephone box consultation from BT. Resolved: Clerk to write to BT asking for an extension to deadline as no notices have been pla= ced on kiosks by BT. BT to also c= ost each option. Proposed by Cllr Appleyard, seconded by Cllr Mrs Gould, all in agreement.<= /p>

114.02 Cll= rs D & K Airley to withdraw as Parish Representatives for WDALC. There were no other nominees, representation is now vacant.

114.03The = Parish Representative for BCC, SureStart, has not heard back from BCC re replaceme= nt of damaged PC tent. Clerk to = be advised of any developments.

114.03Minu= tes of the WDC/BCC meeting with Parish Clerks held on 8^th October 2009. Noted.

115/09 &nb= sp; 2010/11 Budget

The 2010/11 budget a= nd precept proposal as agreed by F&GP at the extra-ordinary meeting of the F&GP Committee held on 18^th November 2009 was discussed.

Minute number 36/09 = (office staff recruitment) was discussed.

Resolved: Cllr Appleyard proposed= an outside independent organisation conducts a full staff review of workloads = and likely staffing requirements for office and groundstaff. £20,000 to be vired from Res= erves to pay for expenditure – Chairman of F&GP and Clerk to agree whic= h budget head and inform Council in January. Seconded by Cllr Mrs White, a vote was taken, all in agreement.

Res= olved: = The Chairman asked for a vote to be taken for agreement to the F&GP

Committee minutes of 10^th and 18th November 2009 incorporating the proposed precept

request for 2010/11 of £257,672. 9= in favour, 1 against, no abstentions. The Chairman

and Cllr Ms Palmer asked for it to be minuted t= hat they did not support minute 36/09 –

appointment of a full-time Deputy Clerk.

116/09 &nb= sp; Standing Orders

Res= olved: All agreed that F&GP Committee would review Standing Orders and = make any

Proposals to Full Council prior to March 31st 2009.

117/09 &nb= sp; Wooburn Green Directory

Res= olved: = Cllr Appleyard proposed that the same report which goes into Target is also to

go into Directory, seconded by Cllr Mrs Langley= , all agreed.

As it was 9.30pm the Chairman asked for agreeme= nt to continue, all agreed.
