The confirmed minutes of the Planning, Highways & Lighting Committee meetin= gs held on 26^th November 2009 and the unconfirmed minutes of 10th December 2009. Noted. The Commit= tee Chairman expressed concerns at the lack of members able to attend the Committee meetings, this has caused problems and meetings have had to be postponed. A request for more members was mad= e.

127.= 01 Cll= r Mrs Marshall reported she had attended the recent neighbourhood action group meeting. Cllr Mrs White repor= ted that she had attended a meeting at the Children’s Centre. =

127.= 02 Min= utes of the M40 CEG AGM held on Tuesday 26^th November 2009. Noted.

127.= 03 Min= utes of the Wycombe District Association of Local Councils held on Thursday 17th December 2009. Noted.

128/09 &nb= sp;          BT Red Phone Box Consultation=

128.01 Letter dated 1^st December from Stella Eglinton, Spatial Planning Divisi= on Co-ordinator at Wycombe District Council regarding WDC’s proposed decisions in relation to removal of telephony in public phone boxes. Noted.

128.02 Letter sent by Clerk to Ms Jo Tiddy, Heritage Officer at WDC dated 2^nd= December 2009 forwarding Woburn Residents’ Association and Bourne End Residents’ Association comments.&nbs= p; Ratified: Proposed by Cllr Reeves, seconded = by Cllr Mrs White, all agreed.

Resolved: Cllr Appleyard proposed the Parish Council send another letter to WDC and B= T to formally clarify objection stating that the Parish Council wish to maintain= the telephony in all 3 Red phone boxes, as they are in strategic places situate= d in the Parish, seconded by Cllr Mrs Gould, all in agreement.=

Correspondence had been received by the Clerk f= rom a landowner regarding an area of

approx 9 acres in Wo= oburn available for Council use. Resolved: Council to inform landowner that i= t is extremely interested in purchasing the land. Proposed by Cllr Mrs Marshall, sec= onded by Cllr Appleyard, all agreed.

= 130/09  &nb= sp;         Parish Liaison Project

A letter from BALC’s County Executive Of= ficer, Lesley Blue, requesting a meeting with

Council was discusse= d. Resolved: The Council do not wish to take up BALC’s offer at this time. Proposed by Cllr D Airley, seconde= d by Cllr Mrs K Airley, 7 in agreement, none against, 2 abstentions, carried.

Exclusion of the Press and the Pu= blic – Terms of Formal Resolution

It is resolved to exclude the press and public = on the grounds that the following items contain exempt information as defined by t= he Local Government Act 1972 Schedule 12A

131/09        &= nbsp;   Insurance Claim

Correspondence regarding a claim against Council was provided. Council were asked to decide wheth= er it admits liability or not. The = Clerk advised Council that NALC legal team had written to the Council stating they would = be willing to advise in connection with this matter but would require written confirmation from the Insurance Company’s Solicitor that they were agreeable to this arrangement.

Cllr Appleyard Proposed that the Council should not accept liability, seconded by Cllr Ms Palmer, 3 in favour, 4 against, not carried.

132/= 09        &= nbsp;   Conf= idential HR Matters

132.= 01 A re= port from a disciplinary hearing panel (re previous minute number 104/09) was noted. It was requested that = the Open Spaces, Allotments & Burials Committee are asked to consider whether wording of signage referring “No Dogs” in cemetery should be ma= de clearer. F&GP were reques= ted to consider above report in connection with terms and conditions of employment= .

Cllr Reeves leaves the meeting at 9.20pm.

132.= 02 The Chairman explained that she was confused as to how to deal with this agenda item. The Vice Chairman took over as Chairman. Cllr Appleyard made a proposal tha= t a grievance panel is appointed, the following Councillors volunteered, Cllr M= rs K Airley, Ms S Palmer and Mrs J Gould, it was suggested they would be require= d to establish a time table to deal with this matter within 1-2 weeks, there was= no seconder.

The Chairman resumed control of the meeting.

132.= 03 The Chairman asked the Clerk to leave the meeting for this agenda item. The Clerk leaves the meeting at 21.50pm.
