The Minutes of the F= ull Council meeting held on 23^rd March 2010 were not approved.

05/10 &nbs= p; Councillor Co-Option

Mrs Susan Jeffery was invited to address the Council regarding her application for co-option. The Chairman invited Councillors t= o ask any questions before making a decision.&nb= sp; Resolved: Mrs Susan Jeffery co-opted onto Pa= rish Council as Councillor for Wooburn Green Ward. Unanimous agreement. Cllr Mrs Jeffery and the Clerk (Mrs Witney) signed the declaration of office.

06/10 &= nbsp; Committee/Chairmanship Vacancies

06.01 Cllr Mrs Gould proposed Cllr D Airl= ey for vacancy of Vice Chairman of Council, seconded by Cllr Mrs White, 9 in agreement. There were no other nominations. Resolved: Cllr D = Airley duly elected as Vice Chairman.

06.02 There were no nominations for Chairman of Open Spaces, Allotments & Burials Committee.

06.03 Resolved: = Cllr Mrs Jeffery accepted onto the Open Spaces, Allotments and Burials Committee and= the Planning, Highways & Lighting Committee, all agreed.

07/10 &= nbsp; Accounts

07.01 Resolved: Net payments made of Lloyds TS= B bank cheque numbers 152 to 185 totalling £13,099.77 for March/April 2010 approved, proposed by Cllr Mrs Marshall, seconded by Cllr Mrs K Airley, 7 in agreement, 1 abstention (Cllr Mrs J Langley).

07.02 Income and expenditure (Co-Op) for March 2010. Noted.

07.03 Income and expenditure (Lloyds TSB) for March 2010. Noted.

07.04 Bank reconciliation (Lloyds TSB) as at 31^st March 2010. Noted.

The Clerk’s report on resolutions from previous meeting and correspondence received into the office was noted.

10/10 &= nbsp; Committee Reports

10.01 The minutes of the Planning, Highways & Lighting Committee meetings held on 24^th March an= d 14^th April 2010= were presented and Noted. Cllrs Mrs Langley and Mrs Mars= hall asked for it to be minuted that they were unhappy Mrs Sue Jeffery was offer= ed training as she was not a Councillor.

10.02 The minutes of the Open Space= s, Allotments & Burials Committee meeting held on 6^th April 2010 were presented= and Noted.

10.03 It was noted that the F&GP Committee meeting scheduled for 13^th April was cancelled and has been re-scheduled for 28^th April 2010, therefore there was no report available.=

11/10 &= nbsp; Reports from Representatives on Outside Organisations

11.01 There were no verbal reports.= A written report from the Nags Par= ish Rep. was presented and Noted.<= o:p>

11.02 The minutes of the WDC/BCC me= eting with Parish Clerks held on 11^th March 2010 were presented and Noted.

11.03 The minutes of the WDALC meet= ing held on 16^t=
h March 2010 were presented and Noted.

11.04 The minutes of the Chepping W= ye Valley Local Community Partnership meeting held on 26^th January 2010 = were presented and Noted. The Chairman informed members = that a report from Street Dreams is being circulated around to all Councillors.

12/10 &= nbsp; Police Report to Council

A w= ritten report from Police Sergeant Kevin Read was presented and Noted.

13/10 &= nbsp; Parish Guidebook

Cou= ncillors were asked to approve changes/recommendations made by Mrs Susan Jeffery, including the removal of Councillor information page and replacement information about becoming a Councillor.&n= bsp; Resolved: Cllr Appleyard proposed that the Councillors details (including christian name) stays in the book, seconded = by Cllr Mrs Langley, 1 against, 7 in favour.&= nbsp; Any amendments can be added by a separate insert. Clerk to email all Councillors inf= orming when the final approved version of the guidebook including photo replacemen= ts are ready to be viewed in the Council offices. Distribution list needs to be agre= ed at next meeting. = &nb= sp; = &nb= sp; =

14/10 = Annual Parish Meeting

Mem= bers were asked to consider any recommendations regarding the contents of the AP= M. 2 suggestions for speakers were put forward, these were Inspector Ray Wilks and Mr John Callaghan (Sustrans). It was requested that the Chairman= and all Committee Chairmen circulate their reports to all Councillors prior to = the APM.

15/10 = Changes to Mobile Library Services

Cor= respondence from Bucks County Council regarding changes to local services was Noted.

16/10 = Youth Services Transformation Consultation

Mem= bers were asked to consider and agree a response in connection with above consul= tation from Bucks County Council. Consultation period 1^st April to 12 May 2010. Concerns were raised regarding the= short period of response. Resolved: Chairman proposed that all Council= lors are asked to make their own responses as individuals, seconded by Cllr Reev= es, 7 in favour, 1 abstention. The Clerk was asked to write to BCC informing them that the Council could not consider a response due to the short consultation period and would have lik= ed longer to have had an opportunity to make a comment.

17/10 Funding for Improvements to local area

Mem= bers were asked to consider and agree a response in connection with a letter regarding funding from Wycombe District Council, responses due by Friday 21^st May= 2010. Resolved: Cllr Appleyard proposed that all Councillors are invited to an open meeting to discuss any suggestions prior= to next Planning meeting.
